[tex-live] 8.3 file name restrictions

I seriously doubt that 8.3 should be of any concern today. The only
filesytems for which this matters are
- FAT (DOS, which is long out of date),
- ISO 9660 level 1 (CDROM), for which various work-arounds exist, and
- ODS-? (RT-11/OpenVMS), for which newer versions exist.
