i just installed old pdftex-1.21a into TeX Live 2005, and there is also
pdftex-1.40.0-beta-20060906 in parallel. Here with debian sarge and

model name      : AMD Athlon(tm) 64 Processor 3700+
cpu MHz         : 2211.360
cache size      : 1024 KB
bogomips        : 4374.52

is result of compilation of the pdftex 1.40.0 sources:

$ time pdftex_121a pdftex-all.tex

real    0m5.229s
user    0m3.382s
sys     0m0.110s

$ time pdftex pdftex-all.tex

real    0m5.054s
user    0m3.219s
sys     0m0.106s

so there is no speed reduction for newer pdftex at all. This test is
with same compiler, same texmf.cnf, and the same TeX tree.
