[tex-live] teTeX: no next release

Fedora packaging of teTeX 3.0 has the Japanese stuff inside it.
At least it does for FC4 and FC5. I can't speak for RHEL, as I do not
use it for anything.

The Japanese patching looks to me like it is mostly the addition of
files, rather than the patching of what Esser had in the source.

I would think it would be better to do it as a separate package
completely, but I don't know who made the decision and why, or what the
history of it is. From the obsoletes/provides I'm guessing it use to be
a separate packaging.
