    SVN's check for binary that looks in first 1024 bytes might be

No.  Svn treats them (and everything, by default) as binary.

   Do you need keyword substitutions in the pfb files?

No.  There is no keyword substitution unless you ask for it.
(And no, of course we don't need it.)

Yes.  A traceroute would be useful.

    This might indicate that configuring subversion needs incantations
    known only to a few "experts",

I can't imagine what this might refer to.  Svn installation is
transparent.  This is not Microsoft.  Please don't spread this fear,
uncertainty, and doubt.
