What do you mean by "non-Cyrillic files"? If you are refering to
non-Cyrillic /font/ files, then these do not exist. For example 

/usr/share/texmf/fonts/map/dvips/cm-super$ egrep sfrm1000.pfb cm-super-*.map
cm-super-t1.map:ecrm1000 SFRM1000 "T1Encoding ReEncodeFont" <cm-super-t1.enc <sfrm1000.pfb
cm-super-t2a.map:larm1000 SFRM1000 "T2AEncoding ReEncodeFont" <cm-super-t2a.enc <sfrm1000.pfb
cm-super-t2b.map:lbrm1000 SFRM1000 "T2BEncoding ReEncodeFont" <cm-super-t2b.enc <sfrm1000.pfb
cm-super-t2c.map:lcrm1000 SFRM1000 "T2CEncoding ReEncodeFont" <cm-super-t2c.enc <sfrm1000.pfb
cm-super-ts1.map:tcrm1000 SFRM1000 "TS1Encoding ReEncodeFont" <cm-super-ts1.enc <sfrm1000.pfb
cm-super-x2.map:rxrm1000 SFRM1000 "X2Encoding ReEncodeFont" <cm-super-x2.enc <sfrm1000.pfb

Through approrpiate reencoding a font file like sfrm1000.pfb is used for
latin /and/ cyrillic encodings. This is true for all fonts in the
cm-super collection.
