The URW fonts are GPL. The metrics from psnfss are LPPL. In TeX Live
2004 there are also other metrics in here (like pplr.tfm). No idea where
they came from, what their license is and if they are still in TeX Live
2005.

The non-free fonts are not in this package, the metrics from psnfss are
LPPL. 

The problem with all these packages is that they are build from several
sources on CTAN. The utopia package is probably a good example for this.
Most likely, the tpm contains /nothing/ from the utopia package on CTAN
that can be found in the catalogue.
