I disagree.  The documentation tree of a complete TeX system should in
my opinion be built using dvi wherever possible.  Much faster access
and usually more compact size.  In contrast, the prebuilt
documentation on CTAN should preferably be in PDF: easy access without
having to rely on the specifics or even existence of a particular TeX
system.

I'd actually like the .dvi files to be built using Source Specials
pointing to the respective source tree, so that one can jump between
source and DVI easily where the editor permits this.  And while we are
at it: having a special command harvesting the .ind files and storing
the macro definition information in a central database file would come
in handy.  Then I could use a command line tool or my editor to access
the definition and/or description of, say, \DeclareRobustCommand, with
a simple command.
