[tex-live] mysterious file called `~'

In my p4 repository I have the file

  texmf-dist/tex/latex/vntex/~

This file is a PDF document describing GhostPCL.  I'm quite sure that
it wasn't me who created it accidentally but the `p4 sync' command.
Interestingly, neither `p4 files' shows it, nor does `p4 delete'
remove it.  Can someone please verify (by looking directly into the
perforce tree) that this file is really not there?  Otherwise, a bug
report to the p4 people would be appropriate...
