Ok, I have done the following:

I have added
      <TPM:Execute function="BuildFormat"/>
to all the bin-XXXXX programs generating formats,

AND I have generated files
which contains the respective lines for the fmtutil.cnf file.

So when installing the installer just takes the files format.XXXX.cnf
installed and concatenates them to a fmtutil.cnf

* Where should I put these files? Up to now I have them in 
  which seems not to be a good location, but I couldn't think about
  a better one for now.

* Is the above method ok for everyone here? Up to now no installer
  actually makes use of it. But the debian packages will do this soon.
  As soon as I have the ok from Sebastian and a good location!
