[tex-live] source -> texmf question

I want to update the last bit of my CJK stuff (namely, the CJK package
itself); part of it is hbf2gf.  Looking into TeXLive's makefiles of
hbf2gf I can see that during `make install' the file hbf2gf.1 is
copied to the texmf tree.  I wonder whether this target is ever
executed while creating the binaries, or whether the created binaries
are copied manually.  Looking into cdbuild/logs I assume the latter.

With other words, it seems that I have to update hbf2gf.1 in both
source.development/ and texmf/doc/.  Is this correct?
