[tex-live] TEXINPUTS problem

Jonathan is already aware of this, is also committed (as far as I know) 
to providing this, but cannot act on his own accord and is comitted 
first to providing something working I guess. Probably he will even 
have problems continuing to finish the work if he adds the legalese 
first (my guess)
