The problem is that mktexpk.exe does not recognise VARTEXFONTS  if it is
set like $VARTEXMF/fonts. It should be set like t:/texmf-var/fonts,
which means you cannot use same texmf.cnf for Windows and UNIX side.
IMHO, it's wrong.
