[tex-live] tex.web missing?

I have just done a "p4 sync" again and it still didn't get tex.web. 
However, then I have done a "p4 sync -f" and tex.web plus lots of other 
files appeared. So I will hopefully be able to build the latest TeX Live 
when p4 sync -f finishes (it's still going now).
