if Thomas is willing, it sounds reasonable. The move away from Perforce
would be a good time to make a rearrangement like this.

I don't like the word "foundation", though.  I would prefer "base".

Talking of the transition from Perforce, I suspect this is best done
by one person who can concentrate on it for  a couple of days. Would
anyone like to volunteer? I am assuming at this point that we would
lose the history from Perforce, and make a clean start. To preserve
the history is doable, but will require someone to write a non-trivial 
script.
