[tex-live] omega and antomega

I've observed that antomega on p4 is not updated from CTAN (some 
obsolete files were removed, some added, other changed, etc.). Moreover
some antomega files belong on TL depot to the omega package, because they 
share the same directories, eg. 
texmf-dist/omega/ocp/char2uni/
texmf-dist/omega/ocp/uni2char/
texmf-dist/omega/otp/char2uni/
texmf-dist/omega/otp/uni2char/
texmf-dist/tex/generic/omegahyph/

So the question: can some files from different packages share the same
directory (which seems quite natural*) and how that could influence the 
automation of building packages? I think that we have more similar examples.

*) to avoid making TDS tree more complicated; we can already declare
that antomega is dependent on omega.

Of course I can update and repair antomega and omega by hand but I want 
to know the exact rule to follow.
