[tex-live] $texmf/web2c/$engine/format.fmt

All format files have the same extension by now. This change has
implications on fmtutil. Previously, you could generate tex.fmt and tex.efmt
in the same temp directory, then move them to their final destination. Now,
using the same extension, it is not possible anymore.

I'm wondering what's the best way to handle the --all option of fmtutil now?
