do you really mean
WEB2CDIR = .;{$TEXMF}/{$engine,}//
or
WEB2CDIR = .;{$TEXMF}/web2c/{$engine,}//
to store the format/base/mem files?

i.e. tex.fmt will be moved from $TEXMF/web2c/tex.fmt (or
$TEXMF/web2c/tex/tex.fmt) to $TEXMF/tex/tex.fmt where TeX macros reside?
