it probably fits in the concept of sub dirs (as with fonts); actually, it 
was the only solution so far to get formats with the same names for 
different engines in the tree; context does not use this somehow strange 
pdfcont-en.fmt mlcont-en.fmt econt-en.fmt scheme but just cont-en.suffix; 
so, it's about the right time to clean up this piece of the tree

those are minor compared to those for font related manuals since there are 
more users who install fonts than users who implement new tex engines -)

btw, changes in utilities/manuals never was a reason was it (else no 
changes would have taken place at all)

I suppose that both could work given the right pattern in the cnf file? The 
suffix solution is ok if we force new engines to use a new suffix.
