[tex-live] perforce question

Can someone explain this to me?

I tried updating mminstance in source.development from 1.18 to 1.23 
after testing compilation of mminstance separately. I tried this

	p4 delete mminstance/...
	p4 submit
	rm -rf mminstance
	gnutar zxvf mminstance-1.23.tar.gz
	mv mminstance-1.23 mminstance
	p4 add mminstance/*
	p4 add mminstance/*/*
	p4 add mminstance/*/*/*
	p4 add mminstance/*/*/*/*
	p4 submit

all this worked fine, or so it seemed. But then when I try a p4 sync, 
the old version is reinstalled on my client. What am I doing wrong?
