[tex-live] p4ftpd and passive ftp

Perforce Technical support replied to me as follows. I think it does
make sense.

Anyway, the bottom line is that you can have full anonymous FTP access
to the Perforce repository at sun.dante.de:1666, as long as you
use active ftp or tweak your firewalling.

Do we want to advertise this?
