I have done some clearing up, and I hope I have it right.
If the wrong versions of some pictures have come out
on top, please forgive me! maybe someone can do a quick check.

the situation as I see it now is as follows

 1. {language}/live.tex should
     reference examples/xxxx.tex for non-graphic stuff
 2. {language}/live.tex should reference
     a) ../pictures/xxx for pdftex mode
     b) ../pictures/xxxx.gif for HTML mode
 3. pictures/* should contain .gif and .png pictures
 4. pictures/*gif should be copied to /texmf/doc/tldoc/pictures
    if they change

EPS files are not needed at all. Use JPEG if you want
but dont chop and change.

does that make sense? german and english versions are
now working in this way. (Martin/Volker, if you are
changing things, take care when you submit or sync so that
we dont lose anything)
