I didn't know it did that because it would never have occurred to
me in a billion years to seek references to texmf.local in VARTEXMF
when there was a variable called TEXMFLOCAL. With respect, this
sounds like a highly suboptimal piece of naming: VARTEXMF implies the
use of /var for perpetually growing/shrinking stuff like bitmaps
of fonts.

But if that's fixed, fine, all I need to do is change the documentation.
