Well, on the cdrom you don't have any cluster size. But it would
certainly be unpleasant to get all these .gz files.

The real trick is that maybe packages, especially font ones, should be
packaged in larger compressed chunks. In fact .fli files was not such
a bad idea. However, it won't solve the problem for TL7.

What about 700Mb cdroms ?
