    Yet, when I run (ini)tex, it does not find my modified texmf.cnf:

As a workaround, can you put texmf.cnf in your current directory?  Then
the default path should fine it.  Or in any of those zillions of other
directories in the path :).

I don't know what the real bug is.  Sorry.
