There was definitely a bug in kpathsea preventing this to work under
W9x. I still need to test against it in case there are other traps. 

But let me explain my intended layout :

D:\marc>dir d:\Local
 Volume in drive D has no label.
 Volume Serial Number is ECE6-7035

windows app, even if some do behave quite well.

I wonder if it is a good idea. You can notice that most of the directories in
d:\Local need to be cited in your PATH, but none of "c:\Program Files".

Any opinions ?
