Works fine with

#! /usr/local/bin/perl5.8.1

on tug.org.  This is what I tried:

updmap-sys --setoption dvipsDownloadBase35=true
updmap-sys --setoption dvipsDownloadBase35=false
updmap-sys --setoption dvipsDownloadBase35 true
updmap-sys --setoption dvipsDownloadBase35 false
updmap-sys --setoption=dvipsDownloadBase35=true
updmap-sys --setoption=dvipsDownloadBase35=false
updmap-sys --setoption=dvipsDownloadBase35 true
updmap-sys --setoption=dvipsDownloadBase35 false
updmap-sys --enable Map foo.map
updmap-sys --disable foo.map
updmap-sys --enable=Map foo.map
updmap-sys --disable foo.map
updmap-sys --enable=Map=foo.map
updmap-sys --disable=foo.map

It also works fine under Windows 7.
