Thanks for the links, Paul and Reinhard.  Now downloading
the docs :).

But <a name="foo">some text</a> _is_ the target, if I
understand it correctly (the link is <a href="foo">some
text</a>).  And in PDF, targets are actually just a spot.
Anyway, I assume this is some kind of atavism from HTML, as
Karl suggests.
