I'll mull over your solution -- I'm not sure I understand it completely.

But if I move the new texmf tree,
won't I either have to re-compile or else set TEXMFCNF ?

I should perhaps have made clear
that I rarely get new teTeX texmf trees,
so I regard the teTeX texmf tree as essentially fixed,
except for the format files which are variable,
like the binaries.
