As it happens, I just wrote a dvi disassembler (like the disdvi in
dvi2tty, except that this is my code, and the output is different).
It shouldn't be too hard to write a corresponding dvi assembler.  The
combination of these would allow you to disassemle the dvi, edit the
specials to fit your needs, and reassemble it.  Sounds like fun, eh?

(Actually, I think a dvi assembler which doesn't too much checking is
a nice tool to generate test cases for dvi handling software.)
