I suppose the best answer to who's developing dvipsk would be Tom K. I haven't done much at all with it; for the past several years I haven't had a good procedure for developing it. I would like to get it onto source forge so I can have CVS access to it and work on it that way. I just haven't made it happen yet. -tom
