[tex-hyphen] syncing patterns to CTAN

Hello [Karl],

It might be useful if files from hyph-utf8 would be automatically
synced to CTAN from SVN repository. (I sometimes fix stuff in a
reasonable time, but I tend to "forget" to submit stuff to CTAN, or
say that I'll submit it with next patch, or at least consider that
step being unnecessary work as the CTAN people need to process every
request manually.)

There is one thing to consider: sometimes we want to check in small
patches or whatever else that we don't necessary want to land on CTAN
right away, so it might make sense to make a "stable" branch, and then
set up some rsync server that will do "svn up" regularly and sync
those files further to CTAN.

I didn't not work with branching and merging so far, but I probably
need to start at some point :)

Do you have any suggestions or recommendations? I can set up some
"random" server to sync as well, but I guess that tug server would be
much more appropriate for that.
