That's not entirely true, I believe. AFAIK Babel works OK in xelatex  
for many languages, particularly the Latin-script ones, but becomes  
more problematic once we get into non-Latin scripts.

Polyglossia is intended to be a replacement (or at least the  
beginnings of one), designed for the Unicode world, but for the time  
being there are plenty of xelatex users using Babel successfully.
