My idea was for the date to reflect the state of the orthography at 
that time, not our revision of the files. So, since 20040806 is after 
the orthography reform, it would be "new". To get old, you pick an 
arbitrary date before the reform, like 19800101.

Maybe that's just a stupid idea on my part and we really do need to 
specify all four elements.
