I uploaded eplain-3.13 to CTAN just now. It should show up in TL and on the mirrors in a day or two. The only change is to restore the definition of \@gobbleminus (accidentally commented out in 3.12) which caused toc processing to fail, as Gerald reported. Hope there are no other dumb bugs :(. --thanks, karl.
