[tex-eplain] [offtopic] marking a paragraph of changes

Hi,

finding solutions in (e)plain TeX is hard these days.

I'm looking for an elegant solution to the following problem.

In many publications, one sees a vertical rule or a broken vertical 
line in the outer margin for paragraphs which contain new/changed 
material. What's an elegant way to do so.
It would be nice if such mark-up could be removed easily in the next 
revision of the document.
