Sorry, I realized too late that you actually want plain
TeX's \footnote, not Eplain's.  Then just input eplain.tex
_after_ amstex.tex, and you'll be all set.  You can still do

  \let\footnote\plainfootnote

to get plain TeX's \footnote.
