The only reason we made Eplain to report an error was that
Eplain does not implement this option sets checking.  What
you suggest (warn and skip reloading) was another option,
which we decided to (temporarily) omit.  But since you now
request it, I'll implement it.  This will make package
reloading inconsistent with LaTeX, but I think it doesn't
matter that much and will actually be useful.  (I'm sure
there are plenty of other inconsistencies anyway.)
