    I think so but never actually tried it.

Can you try it?  It would be good to know the real story so we can put
it into the manual.

That text in the dvips manual was written (partly by me) many, many
years ago.  I'm sure a lot of it is out of date.

    The user _requests_ pdftex

If the user explicitly requests a driver and we're not running in the
right TeX, I agree, we should give a warning and fall back to nolinks.
We shouldn't fall back to a different "real" driver.

I was talking about the case where the user does not request a
particular driver at all.  In that case, I think we should use pdftex
\ifpdf, and dvipdfm if not.

I'm not sure if your code allows using this stuff without specifying a
driver (sorry, I haven't had a chance to actually look at it), but if it
doesn't, that would be a good feature.

Does that make more sense?
