  Summer of Code is about writing new open-source code, not reusing old
one ;-)  The source is not publicly available for the moment.  Since I
have an account on contextgarden.net I can tell you that it uses a
Ruby-based system called Rails (http://www.rubyonrails.org/), of which I
know nothing, but I read that it is released under the MIT license
(http://www.opensource.org/licenses/mit-license.php) which must be
acceptable to Google.  In any case, I know that Patrick Gundlach, the
initiator of the ConTeXt Garden, will have no problem with releasing
whatever he has done to adapt it to texshow.
