[pstricks] Plain TeX format of command.

In the tutorial papder on book covers, "robbers.pdf" the following 
command is found. It is a way to use a package and pass it 
parameters, apparently:

\usepackage[dvipsnames,prologue,table]{pstricks}

What would be the plain tex (or Context) version of this string? I 
don't work in LaTeX.
