[pstricks] pstricks in plain TeX.

I scan the mailing list from time to time but don't ask or answer
many questions. But here are two:

1. Most posts and illustrations are for LaTeX documents. Is it
still true that everything in Pstricks is usable in a plain TeX
environment?

2. The feature set of Pstricks has outgrown the original documentation,
thanks to the diligent efforts of HV and others to make the
suite more capable. Is there a new documentation set (beyond the
Timothy VanZandt manual of years ago and the one addendum?)
