I can understand such requirement (which I received several times), but I am
definitely convainced that this is a very bad idea.

Availability of files on such servers is only useful for temporary or test
files, patches, etc. (for PSTricks, I use
http://www.tug.org/applications/PSTricks/Temporary )

But if we put a complete software on a single server, we will be sure that
we will have soon a completely chaotic situation, as people in some countries
will make local copies to allow faster connections to their neighbors and that
of course some will never made, or not in time, the relevant updates of the
distribution.

This is for this definitive reason that some years ago some people
(Sebastian and others) involved in TeX world evolutions had created CTAN,
which allow to have in one point (nearly) all the softwares involved, with
up to date distributions and local accesses (for fast connections), due to the
mirrors mechanism.

So, the only good way is to use one of your national CTAN mirrors
(the list is on CTAN/CTAN.sites ).

It is also very useful to read the file ( CTAN/README.archive-features ),
which explain how to download a complete software. Of course, for the ones
like PSTricks with many files, you must not download them one by one (this
is also explain in LGC, but I'm always surprise to see that few people know
that).

In one word: CTAN and CTAN only.
