Did you start the bat file, via the opened PDF-Install-Document, or did 
you start the bat directly, from inside the directory?

Alternativly you can install TeXnicCenter by starting the installation 
.exe from inside the TeXnicCenter directory.

As far as i know, nobody has ever paid for TeX software, so there's no 
need to excuse for this.
