Yes -- you can either join TUG (tug.org/join.html) and get it as part of
membership, or purchase it separately (tug.org/store).  (A new version
should be available within a few weeks, BTW.)

Unfortunately, it's simply a fact that the TeX distribution is large
enough that downloading over a slow or unreliable connection is painful,
as you have seen.  Sorry about that.
