Definitly not.

You should check if protext*.exe was downloaded completely - if 
everything has gone well it should have a size about 373538 KB.

If your download was corrupt, give it another try, perhaps you should 
use ftp://ftp.fernuni-hagen.de/pub/windows/win32/ProTeXt/ as an 
alternative address.
