[pdftex] Weaving pdftex.web fails

Hello,

I tried to weave pdftex.web (output below) from texlive-20170520-source and
get following errors. The result is a merley 84 page PDF wit just the index.

What is going wrong here?

Knuth's tex.web works as expected.
