then use eplain, which has a means of loading latex packages such as
hyperref and xcolor.
of course, this may damage your purity as a plain-only programmer.
so, since these are all programs available on ctan, download the sources
and read how the functions you need are defined. i don't believe
xcolor's particularly large, and hyperref's only half a megabyte, so it
won't take long.

ps, quoting a digest number rather than a post subject is of course
essentially useless.
