[pdftex] pgf and tikz

OK, here's an opinion more informed than 5 minutes ago... it breaks
all sorts of other things (pdftex.def, color.cfg, ...)

Back to the original question... does anyone see why xkeyval.tex gets
so upset if ProvidesFile is defined?  And anyone see what the correct
fix is?
