Leaving the binary in /tmp/pdftex-1.30.4/src/texk/web2c? This
won't work, as it will look for it's texmf.cnf in ../../

Yes, you have to REPLACE your old binary.

Why don't you just do what INSTALL says? Don't come running here
for help if you do things differently and they fail.
