something has set the draft option on the graphics package
either change that something not to do that, or add a [final] option to 
\usepackage[pdftex]{graphicx}
to over-ride the draft.

\begin{figure}[h]

note that just using h (without anything else) means "please take this
figure to the end of the document:-)  latex effectively changes that to
[ht] so at least top is allowed but also allowing p helps.
